Abstract: China has used industrial policy to become a global leader across a wide range of industries, from steel and shipbuilding to electric vehicles and clean energy. With the latest Five-Year Plan, China is targeting its industrial policy efforts at emerging technologies, such as AI, quantum, and fusion. In this talk, I will describe the logic behind China’s approach to industrial policy as well as the tools that China has deployed along the way. In particular, I will focus on several key questions. How successful are China’s efforts to accelerate technological and industrial development? What are the risks and costs, such as overcapacity and waste? What is the broader impact on the global economy? And can China repeat its industrial playbook for a new wave of emerging technologies?

The Brookings Institution

Kyle Chan is a Fellow in the John L. Thornton China Center at the Brookings Institution and a leading expert on China’s technological development and industrial policy. His research focuses on China's innovation ecosystem, industrial strategy, and technological competition with the United States, with particular attention to sectors such as electric vehicles, clean energy, artificial intelligence, robotics, and advanced manufacturing. He is also author of the widely read High Capacity newsletter and podcast on China’s technology and industrial policy. Before joining Brookings, Chan was a postdoctoral researcher in the Sociology Department at Princeton University and an adjunct researcher at the RAND Corporation. He received his Ph.D. in Sociology from Princeton University, an M.Sc. from the London School of Economics, and a B.A. from the University of Chicago.
